Ant City - a game that's played from the perspective of the original GTA.

It's superb, you play a person, described as "...very, very tall" by witnesses, who steals a perfect scale model of a magnifying glass which you can pick off people, dogs and cars with.
Or even the odd tanker should you feel like it - but let me warn you, going for the oil tanker tends to have slightly disasterous consequences.
